fix issue when using pip install from #184 PR 184, with import udocker version I have hardcoded the version in setup.py, and tested it with pip install udocker-1.1.3.tar.gz also bumped version to test with pypi.test service, the version has be reverted back to production

I have simplified MANIFEST.in
